Kajian penerapan sistem Kaliwu dalam pengelolaan tata air di Sumba Barat

The population growth and development pressure was giving rise of the environmental damage. The present environmental aspect concerned in East Nusa Tenggara is the scarcity of water resources mainly at the peak of the dl) season. Various approaches and management models to preserve the potential water source, particularly local wisdom, in the interests of saving and restoring the water sources should be applied. An item of local wisdom among the people of East Nusa Tenggara is the system called kaliwu in Sumba island. Kaliwu is a SYstem of land utilization by villagers around their village areas based on an idea of utilizing plant~. that they consider meaningful to their economic and social cultural as well as for the conservation of the environment. Kaliwu has the function of preserving the environmental functions supporting some human life aspects such as economic, social, and cultural, custom and traditions and hydrological functions as well. This research was aimed to find out the benefits and potency of the application of kaliwu system as a means supporting water management. Also for the possibility of its utilization and development, either by a sectoral or a participative approach as an endeavor to conserve and increase the long-range potential of the water sources in Sumba island. This research was conducted by ob~'erving and measuring the Water Debit in the kaliwu system area and outside area as comparison. Interview method was perforn!ed to obtain the implication of kaliwu system to the society life. The results showed that application of the kaliwu system in Sumba was potential in supporting sustainable water management. The existence of kaliwu contributes to the community needs, particularly improving people's well-being, the social and cultural affairs and the management of water. In regard to water management in particular, almost 80 percent of the sites where the kaliwu system was applied possess water sources, springs that last the whole year.
