Analisis dampak kebijakan konversi hutan
Converting forest for other uses increases and develops. Nevertheless, the changes in their social, economic and environmental benefits are less understood. When there is a different aspiration of society with regard to a forest land utilization as to whether it is converted to other functions or maintained for forest, a policy maker has no strong reasons to decide. In line with that issue, the objectives of research are: (1) to study the impact of natural forest conversion on income level and income distribution, 2) to study the impact of natural forest conversion on social and environment conditions, and 3) to study the social capacity of society to overcome its environmental impact. The reseach was conducted at areas of HPH (Hak Pengusahaan Hutan), HTI (Hutan Tanaman Industri), palm oil plantation, and food crops, situated in iau Province. The results of the research reveal that converting natural forest for HTI or food crops did not create higer income and more equal income distribution of society, compared with maintaining for natural forest. Therefore, the development policy of HTI and food crops can only be continued if they consider institutional changes which guarantee an increase in income and a more equal income distribution. In contrast, conversion for palm oil plantation created higher income and more equal income distribution of society, compared with those for HTI, food crops and maintained for natural forest. At present, however, under goverment regulation, natural forestconversion is not allowed. Therefore, the development policies of HTI, palm oil plantation and food crops should be directed to abundant alang-alang and shrubs areas in outer island. In addition, the results of research reveal that natural forest conversion for such economic activities tent to create susceptible environments to various diseases. Therefore, people and/or farmers which will be employed and/or transmigrated there should have long productive age and enough skill, besides facilitated by adequate services of health and education at least up to junior school level.
