Faktor Yang Mempengaruhi Masyarakat Menggarap Lahan Di Hutan Lindung: Studi Kasus di Kabupaten Garut Jawa Barat (Study on Influenced of Community to Cultivate Land of Protected Forest: Case Studies in Garut Regency of West Java)

The research was conducted at Kramatwangi village, Garut Regency, West Java by using survey method. The Respondent were farmers who grow cropsat protected forest land. The used variables were (1) Community motivation to own land in protected forest (tenure), (2) Economic problem around the forest, (3) the number of forestry security officers, (4) intra-sector interests. The data was analyzed by linear regression. The results showed that area cultivated in protection forest is determined by economic pressure around the protected forest. Community motivation to own land in protedted forest (tenure), the number of forest security officer, the interests between sectors have no significant effect of West Java province should provide economic activity and employment that can increase the income of communities around the protected forest to prevent encroacher in the protected forest.

Penelitian dilaksanakan di Desa Kramatwangi Kecamatan Ciurupan Kabupaten Garut Jawa Barat dengan menggunakan metoda survey. Responden penelitian ini adalah petani penggarap lahan hutan lindung, variabel yang diperhitungkan meliputi; (1) Motivasi masyarakat untuk memiliki lahan di hutan lindung (tenurial), (2) tekanan ekonomi masyarakat di sekitar hutan, (3) jumlah petugas pengamanan kehutanan, (4) kepentingan antar sektor. Data di analisis dengan regresi linier. Hasil penelitian menunjukkan luas garapan di hutan lindung ditentukan oleh tekanan ekonomi masyarakat yang berada di sekitar hutan lindung. (2) Motivasi masyarakat untuk memiliki lahan, minimnya jumlah petugas keamanan hutan, kepentingan antar sektor tidak berpengaruh nyata terhadap luas garapan perambah hutan. Implikasi dari hasil penelitian ini adalah Pemerintah Provinsi Jawa Barat harus berupa penyediaan aktivitas ekonomi dan lapangan kerja sehingga dapat meningkatkan pendapatan masyarakat di sekitar hutan lindung untuk mencegah perambah hutan lindung
