Effectiveness of The Institution on The Forest Seed Source Certification: Case Study in East Kalimantan and South Kalimantan
ABSTRACT
The forest and land rehabilitation activities need abundant seed supplies from high quality seed sources. The forest seed sources are classified into seven level/classes according to the source of the genetic material and the quality of the management system. To guarantee the validity of forest seed source class and the products‘ quality, Ministry of Forestry issued the seed source certification policy. This paper presents the effectiveness and efficiency of the institution on the forest seed source certification in South and East Kalimantan. This study was conducted by: 1) reviewing the related regulation and implementation; 2) comparative study on the seed source quality by reviewing related research reports; 3) identifying and analyzing stakeholders‘ roles; and 4) identifying and analyzing the benefit and information distribution among stakeholders. This study concluded that there are some weaknesses on the policy and its implementation in forest seed source certification before the issuing of Permenhut P.1/2009. Therefore it cannot guarantee the validity of the high class seeds sources (ineffective) but effective enough for the certification of low class seed sources. After the issuing of Permenhut No P.1/2009, the seed sources certification would be more effective if only some conditions are fulfilled. The financial analysis showed that seed sources business are feasible and the transaction cost of certification is not significant, indicating that the institution of the forest seed sources certification is efficient. But it could be more efficient if the benefit distribution among the seed traders could be shared in balance, by shortening the traders‘ path and empowering the bargaining position of the seed producers. This research also concluded that there is assymetric information among the stakeholders, including the information on the policy, seed technology, and market. The information distribution could be made in a balance by establishing a communication forum among the traders, and optimalyzing the performance of Forest Seeds Institution (BPTH) of Banjarbaru on seed information management.
